Abil Bayramov was born in Galinchag village of Ismayilli region on August 25, 1968.

He graduated from the faculty of Law at Baku State University named after M.Rasulzade in 1994.

He worked as a lecturer at Baku Asiya University in 1994-1997 and the Department of Law at Khazar University in 1998-2009.

In 1998-1999, he was a lawyer at Entrepreneurship Development Foundation and worked as a trainer at the Baku Office of the International Foundation for Electoral Systems in 2000-2001.

In 1999, he was elected Director of the Center toward Civil Society Public Union.

Abil Bayramov has been a member of the Collegium of Advocates of the Republic of Azerbaijan since 2012.

He has authored a number of studies and books on local self-governance, entrepreneurship, gender issues.
