Competition

The competition was attended by 11 policy papers:

1  Khatai Aliyev, Ways to ensure fiscal sustainability;
2  Ulvi Adilzade, Ways of enhancing the effeciency of vegetable export promotion policy;
3  Ramziya Gurbanova, Improvement of legal and institutional mechanisms to effectively use the potential of health tourism;
4 Orxan Sultanov, Improvement of mechanisms for financing higher education by the state;
5 Ibrahim Niftiyev, The problems of increasing the activity of women in the oil countries and ways to solve them;
6 Mahin Jabrayilova, Effective entrepreneurship learning in the triangle of Government-Techno park- U niversity;
7 Farid Mehralizade, Improving the policy of ensuring the development of the region through tax and investment tools;
8 Nargiz Ahmadova, Improving access to financial resources through the use of the securities market opportunities;
9  Fuad Akbar, Improving mechanisms for connecting businesses to electricity networks;
10  Lamiya Khudiyeva, The main directions of reforms on the development of sea tourism in Azerbaijan;
11 Latif Zeynalli, Perfection of the policy of development of human capital in Azerbaijan



Each Policy Paper was evaluated based on four criteria:

1)      Compliance with requirements to Policy Paper design;

2)      Problem Justification;

3)      Suggested alternative policies;

4)      Feasibility of recommendations.

For each criterion, assessments were made from 1 to 5 (1 - the minimum score). 

The maximum number of points received Orkhan Sultanov.

The competition commission included: Abil Bayramov, Azer Mehdiyev, Elchin Rashidov, Galib Bayramov, Ilkin Garayev, Ingilab Akhmedov, Rasim Hasanov, Rovshan Agayev, Samir Aliyev, Vahid Maharramov.

Competition participants were awarded notebooks and tablets.
